Well, the cover is a lie. Hal is menaced by a giant clown but the real bad guy is a scientist dressed in a yellow jumpsuit.
Basically Hal finds out about this when a two-bit hood named Biffy tries to rob a bank and this gets him dragged into a mess when he notices a rash of similar robberies in which the crooks didn't seem aware of what they were doing.
While in a charity parade, a giant clown puppet tries to shoot Hal with a giant gun, but it turns out the puppet was being controlled by a hypnotized operator.
An average tale. We have next to nothing on this guy aside from wanting to make himself rich. His jumpsuit might pose a problem but Hal overcomes it with no issue.
Funny enough, the Puppet-Master would also be the first foe Hal fights a second time when he goes up against the Justice League.
