Bit a cheat, as the Packer Gang is mostly one and done in the first two pages. No, the real villain of this yarn is Sinestro, who comes back with a proper Power Ring but we already talked about him.
The Packer Gang seems awful small for a gang (3 guys) and while robbing trains is not good, seems odd that Green Lantern would concern himself with such small fry. Maybe if they were stealing stuff meant for Ferris Aircraft? In any event, they show up and Hal easily smacks them down. His power ring starts losing juice, but that's part of Sinestro's master plan.
