Technically the villains here would be two gangs of three, but I got tired of saying 3 Crooks or 2 robbers. The main point here is the origin for Green Lantern's oath (even though later stories would suggest this oath was created by the guardians)
Hal, shortly after getting the ring, first encounters a gang of robbers lead by Hank. They plan to rob a bank using what would now be considered a flashbang. This includes Hal, but his ring function as a radar, thus letting him capture the three robbers.
Shortly thereafter, another gang is on the run and take refuge in a cave. Using his ring to light the way, Hal coats the crooks into a special paint that makes hiding in the dark impossible.
Yeah, a nice little jaunt even if later stories would make this impossible. Hank is fairly flat character but he does help establish Hal as the Green Lantern.
