Steve Lombardi was just a bum from the neighborhood. He fell into honest work by accident. He saw a flyer and called a number and soon he was working for Titian as part of the Enhancement Squad, or Jobbers.
[TLDR-Jobbers were specially hired to lose, acting as either a hero to make one of the villains look good/scary or a villain to make one of the Superstars look good to the public/spar].
Bobby Heenan had just lost control of the Red Rooster. Vowing that he could take any bum off the street and make them a star, the Brain offered Lombardi money and fame. He had him at money. Undergoing procedures that transformed Hulk Hogan into an unstoppable force of nature, Lombardi emerged as...a Bum from Brooklyn!
Ok, so he didn't have strength...or speed...or endurance. But he had confidence to take on anyone, bolstered if he was near anything from Brooklyn. Of the entire Heenan Family, the Brooklyn Brawler had the worst record but he knew how to take a punch.
For the rest of the 80's, the Brooklyn Brawler would at every major scene. Loosing, usually, but he'd be there. Starting in the 90's he began to operate under a series of different masks for various other groups, but those entries are written up elsewhere.
