The 1939 version of a PSA here. To wit, after a friend is killed by a reckless driver, Superman bursts into a nearby radio station and warns the city that he'll be enforcing all traffic laws from now on.
From there he pretty terrorizes the city. He smashes up impounded cars, smashes up the Bates Motor Company, straightens up roads by hand, and spooks the mayor into enforcing the traffic laws. Of course Bates has the bad fortune of saying "yeah, what could you do about it?" to a guy who just flew in through the ceiling and has been shown to lift a tank without any problem. Bates learns the hard way when Superman smashes up his factory.
