Bring on the Bad Guys: Gimpy

Seemingly inspired by Charles Dickins's Fagin, Gimpy is a shady lout who manipulates the children of Metropolis's slums to rob for him. When they complain he sells them out to the police. Superman figures out his scheme when he sees one of Gimpy's gang being sentenced to hard time.

From there Superman makes short work of the jerk, but he's left with a slightly bigger problem-the slums. The rotting buildings, pollution, etc., are basically trapping the residents in a cycle of poverty. Informing the people to leave, Superman utterly destroys the crumbling buildings (after a brief fight with the National Guard which serves to wreck the buildings more) and more or less threatens the city to build new buildings.
