Shark Week: Blue Demon (2004)

Sadly, not a film based on the luchador. 

Nathan (Randall Batinkoff) and Marla Collins (Deedee Pfeiffer) are a married couple. They also are working together on Project: Blue Demon, which sounds perfectly safe.

And it is, totally! They took some sharks and shoved microchips in their brains-for AMERICA! Yup, six super smart sharks are going to be the frontline defense for the US of A. 

At least they would, if not for those darn budget cuts. Yes, budgets for mad science is being slashed left and right, forcing them to cut power to the electric fences. The underwater fences, the fences holding the six super smart and super powerful sharks from escaping. 

Those underwater fences. 

Six college students find this out, with five of them being able to learn from the experience. Did I mention Nathan and Marla are also divorcing?

Six weeks after the attack, the project head General Remora (Jeff Fahey) wants to see some results. Moneyman Lawrence Van Allen (Danny Woodburn) is also on hand to unveil-an empty tank. Yeah, remember that bit about the escape sharks?

General Remora knows what's the blame: Terrorists! Thus he has Nathan arrested. 

Marla manages to break him out of jail, but not they have a bigger threat. Six super genius sharks are out there in open waters. Can they stop them and save their marriage? What's Remora's secret?

Holy cats this was dumb. The special effects are terrible and the shark attacks even worse. Sharks as the next line of defense? Well that's perfect, unless someone uses anything that goes over the water. I think a line of defense that can taken down by a hot air balloon probably isn't very good.
